And producing an essential commodity with no guarantee of profit is one of them.

I see only two solutions to this:

1) The government produces vaccine itself.

2) The government bribes drug companies to produce vaccine by guaranteeing them a profit and relieving them of any liability. (I think something like that was already done for the nuclear power industry.)
