These significant achievements of Kerry's as a US Senator have been largely overlooked by the mainstream press based on a narrow definition of "legislative activities". In the strict sense, "legislative" means measures relating to laws. However, "legislative" is also used to describe the activities of the Senate. I this broader sense Kerry has indeed "led the fight" on several extremely significant fronts. I am thinking primarily of his investigative activities into the Iran/Contra affairs, and the Bank of Commercial Credit International (BCCI) debacle.

Supporting Documentation for Kerry's roles in these activates, which were significant battles of the Legislative Branch of the US Government that did not include passing laws, are provided above. These activates were major battles against terrorism, organized crime, and corruption at the highest levels of the US Government.

These are examples of significant activities of the Legislative branch of the US Government that did not involve passing legislation, but were nonetheless significant and important accomplishments.

I have a Republican friend who doesn't like Bush but needs reasons to vote FOR Kerry. This should help.
