What is the deal with the EV difference this year? If Kerry wins all of
the states that Gore won, he doesn't get 269? If Bush wins all the states he won he gets MORE than 271? What states EV votes changed and what is the impact? Thanks in advance.

Gore states equal 260. The sunbelt gained and the rustbelt lost.

4. good question....
I know FL picked up a couple from PA, but Im not sure if that was in effect in 2000 or after...FL used to have 25 and PA 27. Now I believe it is reversed (becuase we swapped places in population ranking)...that may have been before 2000 though...

5. Somewhat complicated
Lots of states saw a change in their number of EVs after the 2000 census. It results in a net loss of 7 EVs for Gore 2000 states, meaning that Kerry would get 260 and * 278 with all else equal.

I don't have a link to a comparison table between then and now, but here is the first thing I found.

Of course, Kerry is set to pick up probably several * states. NH is all but certain. NV, OH, or FL looks good, and I've been reading on DU that VA is definitely in play.
