It's time for the US Congress to take back its power to declare war...
As Senator Robert Carlyle Byrd has preached so often, it is up to the Cngress to send our troops to battle. It should never be in the hands of one man, the Commander in Chief. He is the Commander in Chief once hostilites begin but he should never be the one that determines when hostilities begin.

The danger in giving the power to declare war to the office of the president is that someday we may get a president that does not have the mental acuity or the rational mind to make such a decision. Perhaps we have already found that president?
