When Kerry wins the election he needs to have his transition team in place IMMEDIATELY so as to be ready to move on a split second notice.

The appearance of being the President is a great psychological advantage, especially if we are going to be fighting a post election battle of public opinion, as we did in 2000.

Taking care of this business now is fully appropriate, and just plain smart.

It's the right move for Kerry.

Bush is planning to try and look Presidential and act as if he won in the event of a contested election. It worked for Bush last time.

Kerry needs to be prepared to look victorious because perception matters.

...to be working on a transition plan at this point. A new administration has to be ready to hit the ground running, and I cannot think of too many more difficult processes to undertake in a governmental setting than changing administrations. There really isn't much time between 11/3 and 1/20 when you think about the size of the tasks at hand during a transition. A challenger must be ready to assume the presidency---its just an exercise in proper planning and risk management.

Plus, just think of how many things the BC staffers would do to try to sabotage an orderly transition...

But is is worthy of a news report? The only effect I can see a story like this having is creating a perception of overconfidence and cockiness, which is what I suspect is the reason for this report on the part of CNN.

Doubt that CNN is using it to slam Kerry as "cocky" or whatever. The slam would be much too subtle for them. Good to project confidence and start preparing for the transition. I have little doubt the DEM private polling shows what we all read between the lines in the public polling.

Kerry is just doing what any responsible leader would do, preparing for the future. Now is just as good a time to get started as Nov 3rd. It's not cocky, its prudent. Barring out-right election thievery, its becoming increasingly clear that KERRY WILL WIN.

Kerry knows it, and in all likelihood even the reality-challenged Bushies know it.

37. I just told this to some bushie friends
and I also told them internal polling has the bushies worried and the Kerries happy and they ALL looked like they DROOPED when I told them that. They changed the subject after some muttering.

I don't think it is being seen as cocky at all, but it sure as hell demoralized my three bushie friends real quick (I didn't bother to tell them most campaigns do that at this point to have one in place so they aren't scrambling if/when they win!)
