Draft? Thanks to President Bush's failure to create a genuine international coalition and plan for a post-war Iraq, our military is stretched too thin. But Bush insists that there is no possibility of a draft in his second term.
But this Pentagon memo from February 2003 proves that military planners have been considering the need for a draft for quite a while. Does this mean that Bush is lying when he says the draft isn't a possibility? We report, you decide.

Pentagon memo shows the government has considered a new draft On Tuesday, Congress voted 402-02 against reinstating a new draft. In so doing, Members of Congress said they were doing this to dispel a hoax that the government was considering a draft. According to Defense Secretary Donald Rumsfeld, "It is absolutely false that anyone in this administration is considering reinstating the draft."
The reality is more complex. In February of 2003, high level Pentagon and Selective Service System officials sat down to begin formulating a new draft policy.

Some of their ideas:
- Raise the draft age to 34
- Include women
- Refocus on homeland security
Their proposition: "Restructure the SSS and shift its peacetime focus to accommodate DoD's most likely requirements in a crisis. Plan for conducting a more likely draft of individuals with special and critical needs."
QUESTIONS MUST BE ASKED. These are some of the planning ideas that went up the ladder in the Pentagon. So were there more meetings? Who was involved? What is the current status of the planning process?

The memo listed, among other proposals, an idea to shift the Selective Service mission to create a more detailed registry of young men and women who have critical skills the military and other agencies need, such as health care training.
It said the "worst case" scenario was to use the registry for a wartime draft, but the memo also suggested using the registry "to support recruiting and direct marketing campaigns" for hard-to-fill government jobs.
Amon said the memo was authentic, but he called it nothing more than a "food for thought kind of thing" that was largely rejected inside the Pentagon. If the military did want to change the mission, Congress would have to take action - and answer to the public.

He detailed contents of a Feb. 11, 2003, Selective Service System document, which proposes extending the registration age to 34 from 25, requiring women to register and identifying those with critical skills. If there is a draft, the draftees would be assigned not just to the military but to the Department of Homeland Security and other federal and state agencies seeking personnel with critical skills.
The document appears to be a memo prepared for a meeting of the acting director of the Selective Service, the principal deputy undersecretary of defense for personnel and readiness and senior Department of Defense and Selective Service officials.
