In my state we have what's called a Questionable Ballot |
Anybody can vote. Anybody They are just given a questionable ballot which is later investigated and determined whether it is legitimate or not but No One can be refused the right to vote Even if your name is not on the registars list you can still cast a ballot. Is this the case in any other state or is Alaska alone in this regard?

1. Is that like a provisional ballot? |
