Whether he was serious or trying to play psychological games at the time, the article is old, and DeLay is, like the rest of the GOP, scared out of their wits by a Dean candidacy. You don't have to like Dean to admit that it's true. Howard Dean is ready to put a boot through Tom DeLay's dental work, and wobetide the GOP operatives who aren't ready for that.
