Iraq dropped from terror list
(AFP)

21 October 2004

WASHINGTON — The US yesterday dropped its last terror-related designation on Iraq, removing it from the State Department’s blacklist of “state sponsors of terrorism” by formally rescinding a 14-year-old determination that carried sanctions.

US Secretary of State Colin Powell acknowledged the move would have little practical effect as most all of Washington’s terrorism penalties on Iraq were suspended last year, but said it was an important symbolic act for Iraq’s interim leaders.

“I hereby rescind the determination of September 13, 1990 that Iraq is a country which has repeatedly provided support for acts of international terrorism,” Powell said in a notice published in the Federal Register.

“This rescission is appropriate although nearly all the restrictions applicable to countries that have supported terrorism ... were made inapplicable with respect to Iraq permanently in” May 2003, he said.

Two years ago, I told the Congress and the country that the war on terror would be a lengthy war, a different kind of war, fought on many fronts in many places. Iraq is now the central front.

The First Bush-Kerry Presidential Debate

". . .of course, Iraq is a central part in the war on terror. That's why Zarqawi and his people are trying to fight us. Their hope is that we grow weary and we leave."

1. It's the "state-sponsored" bit that's a problem.
It's OUR state now.

slippery, given the lack of an elected government and our installed one still pounding Iraqi cities.

edit: The “state sponsors” list is different from the State Department’s “foreign terrorist organisation” (FTO) designation, which applies, to groups and individuals.

answers my own question damn it

7. More revealing to me
there was a list Feingold referred to about countries that were sponsoring terror...and Iraq wasn't on it. This was before the war.
