Iraq dropped from terror list

WASHINGTON —
The US yesterday dropped its last terror-related designation on Iraq, removing it from the State Department’s blacklist of “state sponsors of terrorism” by formally rescinding a 14-year-old determination that carried sanctions.US Secretary of State Colin Powell acknowledged the move would have little practical effect as most all of Washington’s terrorism penalties on Iraq were suspended last year, but said it was an important symbolic act for Iraq’s interim leaders.
“I hereby rescind the determination of September 13, 1990 that Iraq is a country which has repeatedly provided support for acts of international terrorism,” Powell said in a notice published in the Federal Register.
“This rescission is appropriate although nearly all the restrictions applicable to countries that have supported terrorism ... were made inapplicable with respect to Iraq permanently in” May 2003, he said.
