DU help me understand Provisional Ballots--- |
|
Congress voted to have provisional ballots so people could vote presumably so the vote can be counted.
Then why is Florida passing laws that say provisional ballots won't be counted if the person voted in the wrong precinct?

that there was a mandate that all provisional ballots were to be counted after it was determined that the voter was eligible to vote?

4. It is a point of contention |

The purpose of having provisional ballots is the maximization of voting rights through voting roll error reduction. Of course, some people want to thwart voting rights.
-The argument for throwing out those ballots states (correctly) that if a voter votes in the wrong precinct, the ballot is often different: this makes part of the ballot invalid for the misplaced voter.
-A good solution is to simply count the valid portion of the ballot (state/national & sometimes city/county level voting). This creates more work, but insures voter rights.
-The fact of the matter is that republicans are looking for any and all excuses to deny voting rights.
