Help clear this up- an e-mail being passed around

Please help counter this-
I got the following from a colleague who is undecided but whom I've been working on:

Recent 17% Increase in Medicare
Before you jump to conclusions read this. and have a great day! Have you seen the John Kerry commercial in which George Bush pledges to help Seniors on Medicare and "the very next day imposes a 17% premium increase - the biggest in history"? That ad is a stoke of genius on Kerry's part and will surely gain him many votes among the uninformed.

I found it so amazing that I did some homework on the issue. As it turns out the 17% increase was not imposed by President Bush but was mandated by the "balanced budget agreement" signed by President Clinton, voted into law by Senator John Kerry, and was scheduled to come into effect during the Bush administration.

5. Bush is full of sqirmmy excuses. Alas yet he can lie about all else.
Still on his watch ! You should not be defending an administration that has betrayed the American People about War.Let alone Selective service positions being filled to prepare for what ? An economy going down to tubes, Civil liberties being tossed aside by uncompromising Patriot Act. You are foolish if you think this desperate paper trail has any validity to what things really happen in the made up reality of Rove. Sorry but it's Texas Hog Wash.

Voted into law by Sen Kerry? Really? So there was only one vote and everyone else abstained? Who controlled congress during this time? Repukes, that's who. Kerry or any Senator doesn't VOTE INTO LAW ANYTHING. The President's signature is what makes it law. Maybe a little schoolhouse rock review is in oreder for your synaptically challenged friend, you know, "I'm just a bill, yes I'm only a bill...He(President) SIGNED you bill, NOW you're a law. Oh Yeah!"

i love the way single facts, like this one, tip the prepondrance of the evidence for bush supporters. what an odd prism through which they must view the world.
