Clinton was confronted with a cruel dictator (Slobodan Milosevic) who was torturing his own people, and Clinton achieved “regime change” with few US casualties and with a strong international coalition that paid the great bulk of the costs while Clinton also led a strong economy in the US and we enjoyed great respect for America abroad. Bush was confronted with a cruel dictator (Saddam Hussein) who was torturing his own people, and Bush achieved “regime change” with over 1,100 US casualties and with a weak international coalition where the US has paid 90% of the costs while Bush led a terrible economy in the US and we suffer an all time low point of disrespect for America abroad.

On balance, I think Clinton helps Kerry.
