Gay Civil Unions-Has Bush/Rove given up on RW fundie base?

I have heard repeatedly that Rove believes that there were 4 million fundie voters who stayed home in 2000 due the Bush DUI story and that if B/C can get these voters to the polls, then B/C win. This was the reason given for Bush not moving to the center and for the use of wedge issues such as gay marriage etc.

Gay civil unions is going to piss off some of the RW fundies that Rove was counting on. Has Rove given up on the fundie voters saving him and is now trying to move Bush to the center? It is way too late to try to move the the center at this time.
