5. That's what I don't get

There is absolutely nothing illegal with having voter registration lists. People can say all day long what they *think* they might do with it, but it's not proof. Without proof, there is no prosecution - hence no illegal activity.

But willful admission of illegal activity? That's something to prosecute. THAT'S the story!

Prosecutor: Mr. Anvik, when were you made aware of election law violations?
Anvik: July 16, 2004
P: Did you report it to the proper authorities?
A: No, I emailed my boss.
P: So, you saw a federal crime and didn't report it?
