The second table (rating the enthusiasm for Kerry's policies) is among Bush leaners.

I guess they were trying to see if people were likely to switch candidates or not.

Only 6% of Kerry leaners are either enthusiastic or satisfied with Bush policies. That figure doubles among Bush leaners, 12% of them enthusiastic or satisfied with Kerry's proposals.
