Question: problem getting absentee ballot |

My husband and I live in NH and were told by the volunteer coordinator for the local Democratic party that we needed to get absentee ballots as we are planning to spend the day giving rides to the polls etc. Today we went to get them and were treated with hostility by the town clerk who refused to give them to us as we did not have a legitimate reason for needing them and he did not feel "volunteering" was good enough. Years ago I needed an absentee ballot as I was going abroad and I am absolutely POSITIVE I was never asked to justify my need for the ballot. Can anyone shed some light on this situation. Do I or don't I have a right to an absentee ballot??? (We do not have early voting in this state by the way).

When I lived in NY I remember having to sign an affadavit certifying that I was going to be out of the county, where I was going to be, and the reason for the absence.
