The vaccine shortage alone isn't enough to sway her vote. But she says when considering Bush's other failings, she's decided to cast a vote for Sen. John Kerry instead.
"This isn't something that happened overnight. There have been warning signs for a number of years, so in this case, it is the administration's fault," said Howar.
In an election expected to be decided by the smallest of margins, any issue that could tilt the vote tally by even a few hundred votes could make the difference. Voters who support Bush might not switch their allegiance because they missed a flu shot, experts say. But for undecided Floridians or those who are leaning toward Kerry, a health concern like the flu could be the deciding factor.
