But it's irrelevant: they knew the explosives should have been there, the seals were still in place, but the troops weren't instructed to secure them, or even to check if they were still in the bunkers. Then the place was looted, the seals were broken, and the explosives went missing. The miraculous excuse is that they were smuggled out before hand - and the planners presumably knew this and therefore didn't send soldiers to secure the facility?
