Bush's Major Speech on Friday

I read someone mention another "major speech" by Bush set for today?

Considering the news out of California that Democrats have filed complaints with the FCC for failure to provide equal free time to Democratic candidates for a certain race, will the DNC file complaints with the FCC against CNN, MSNBC, and FAUX? Or are cable channels exempt?


And, does anyone have any detail or links for a source of this news of a "major speech"?
