Questions about absentee ballots (Broward County, Florida)

58,000 absentee ballots have disappeared in Broward County, Florida. No one seems to know where they went. The County has announced it would resend the ballots that had disappeared.

So my questions are:
-Does the county know which ballots are missing?
-Does the county have a way of voiding the missing ballots if some of them miraculously appear?
-Is somebody looking for the ballots?

A double dose of incompetence is involved:

The Elections office sent them to the post office without sufficient postage; and the Post Office let them sit, instead of immediately returning them to sender.
