Would US have to inform IAEA or D. Kay if moved explosives? |

I think that this is a reasonable question to ask. Kay hunted down all the evidence of a weapons program--he should know if anything had been moved and destroyed, even stuff that could be used for building WMD.

3. Kay wasn't in Iraq once the inspectors were pulled out |

As part of the ISG, they were tasked to find the WMDs, which, obviously, they didn't find any.

David Kay, the administration's weapons inspector in Iraq, would have been given all evidence for WMD that he could so that he could make the strongest case for the administration theat Saddam had them or was trying to make them. Even if the weapons were destoyed before Kay arrived, the administration would have saved some evidence (a video tape, perhaps) to give to Kay so that he could place it in his report. If Kay did not know that the explosives had been either moved or destroyed than I doubt that the US ever took possession of them. Kay is the key and he should be asked.

to the enemy. It seems to me to be gross negligence on the part of *-co. You think they have a greater chance at reelection if more soldiers die?

They had no plan to secure such facilities, begin reconstruction, prevent looting, rebuild an army, build a police force, etc.
All the plan was to do was to win the invasion. The ideologues truly believed that Iraq would magically turn into U.S., Jr. Instead, as a result of their gross negligence and incompetence, it's about to turn into Iran, Jr.
A result of that will be a virtual perpetual war with terrorists and insurgents in Iraq for years to come.
