Someone in the Pentagon leaked the info about the upcoming $75 billion Iraq War funding request, as well as the info about the plan to extend tours in Iraq through the hoped-for January elections. I gotta figure there are plenty of people in the Pentagon who want to see ShrubCo tossed out on their ears, so it doesn't surprise me they'd try to "help" him by giving an exceptionally lame press conference.
