It is meaningless, indeed incredible in its intended meaning. Literally, I can't think of a single war in history where there was "a plan to win the peace" ahead of a plan to win the war. Not a single one. This is so basic a concept that a first grade class could come up with the fatal flaw in its reasoning: a plan to win the peace is meaningless if you lose the war. That's like spending every waking hour spending the lottery winnings before buying a ticket

I am a first grade teacher. I'll go to work on this one.
