AWOL just quoted Kerry and said the quote meant that Kerry approved of "strategy" in Tora Bora.

In fact Kerry was answering a SPECIFIC question about what kind of weapons troops were using in Afghanistan, NOT whether there were enough troops to corner OBL or whether the job had been outsourced to warlords.
