In this crazy world of one day/Golden Boy, next day/Terrist, Osama probably really believes that he could finesse a negotiation with the incoming President Kerry. I do see this as him intentionally nailing the lid on the Village Idiot's political coffin.
Problem for Osama is, of course, that Kerry won't negotiate.
