In regards to polls, what happens to the missing 8% ? |

I just heard on MSNBC that a certain poll had Bush and Kerry tied at 46% each. That totals up to 92%? Who gets the other 8%? Certainly not Ralph Nader.
So are they saying 8% are undecided? Or do they even exist? If so, how many does Kerry get and how many does Bush get? It seems that if they do not count 8% in their polls, their degree of error would be about 8%, even if they were right on the mark with their 46-46% number? Just something that I have not been able to understand abut polls? Perhaps some statistician can explain??

two-thirds of the undecided voters end up voting for the challenger (Gore got 3/4ths). So a tie today spells a Kerry win Tuesday.
