Please help, maybe I can get one more vote for Kerry out of my flatmate this way. Does anyone know the prodecure for casting a provisional ballot?

2. The person must already be registered to vote. Provisional ballots are
used when the poll workers at the person's polling place cannot determine that the person is indeed registered to vote. For example, if the person's name does not appear on the roll of registered voters the person can ask for a provisional ballot.

The provisional ballot will be accepted but not counted until it is determined that the person is indeed a legit registered voter and has not already voted in the same election.

Also you may look online for your county's local registrar of voters website (assuming they have one) and see what info is available there.
