Ministers fear unfairness over provisional ballots and voter challenges

Jacksonville entered its most intense election today embroiled in another round of confrontation at its election office Monday.

Under the presidential contest's national spotlight, Duval County elections officials plunged into disagreements with black ministers and voting rights advocates on the lawn of the elections office. Ministers -- who have challenged the office repeatedly this month -- charged that polling places could be marred by unfairness over provisional ballots and challenges to voters.

Elections spokeswoman Erin Moody and assistant city attorney Jason Teal said the office was acting lawfully. Provisional balloting gives voters a chance they didn't have in 2000...
