Former presidents keep an apparent neutrality until right after the nomination.

6. how arnold surprised everyone
by saying he would run for governor when everyone expected him to say he wont be running. but i'm not sure how big a carter endorsement would be. if it was bill clinton it would be huge for sure.

3. Even thought Carter said he isn't endorsing anyone?
I think Dean is making a mistike flying accross the country to go to church. It's a waste of time (not church, but church in Georgia).

9. why not meet in iowa ?
and if it is just a regular meeting why not have it afterwards ? but we could be wrong and it might help dean.

simply because he has stated that he wasn't endorsing. I've never known Jimmy Carter to deliberately mislead.

If Jimmy Carter said he will not endorse, I trust him. My personal hunch is that it would be the other way around, in a way, with Dean using the opportunity to give a tribute to Pres. Carter ("before the binding voting starts"), talking about how it was Carter's campaign that got him involved in politics, gave him faith in then again, etc., and doing some warm and fuzzy non-competitive thingy about following Carter's ideals, that sort of thing.

In fact, the one 'hint' the BFA gives seems to be this:

Tomorrow should be an exciting day. The Gov is going to meet with President and Mrs. Carter. The Gov got his start in politics volunteering on President Carter's campaign in Vermont, so this visit is very special.

Not only would it go against precedent and be inconsistent with Jimmy Carter's past practice of not endorsing candidates, I also think that Carter was a bit peeved at the Dean campaign for insinuating that he was about to endorse.

But no endorsement will be forthcoming. Jimmy Carter is too savvy a politician--still--to do that as an ex-president. Besides, if he were to endorse, he knows it would instantly, "officially", bring Clinton into the race--on Gen. Clark's side.
