You need to watch C-Span coverage of the British Parliament elections.
The Very Silly Party was formed as comic relief for the line up that takes place when the election results are announced.
All candidates line up at a meeting hall in the constituency. The Very Silly Party candidate dresses as a clown or in some similar outlandish way and has a goofy name.
It was also shown in the Monty Python TV series.
