Why doesn't Dean unveil his tax cut plans before February 2nd?

Why doesn't Dean unveil his tax cut plans before February 2nd?
The timing for his plan looks motived for the Feb 3rd primaries. I don't want to see voters in South Carolina or Oklahoma voting for Dean based on a tax cut they don't know anything about. I want to see him release it before Feb 2nd.

12. No, you didn't, and I apologize if I've misconstrued your intent
but you didn't say very much at all. However, you did suggest that Dean was concentrating on certain issues due to scheduling limits. It was I who assumed that the issues Dean was concentrating on were the important ones.

It will probably come in the form of an income tax credit, and its size would be determined by the amount an individual pays in payroll taxes.

My understanding is that it would slowly be phased into effect as budget surpluses begin to return.

13. Why not stick to his economic plan?
The one he's been running on for a year. That balancing the budget is what will get the economy going again and tax cuts are wrong for America. Why not expect somebody to know what the hell they're talking about the first time they open their mouth instead of deciding on a new plan when they figure out the old one isn't going to sell.

18. Dean spoke of cutting payroll taxes
in combination with eliminating all of the Bush tax cuts.

If you do that, it is difficult to actually show a tax cut for middle/lower middle taxpayers. The upper middle ($70K+) would benefit from such a plan, but taxpayers with less income would see a net increase.

He will have to do some tinkering to avoid that.
