17. Not according to AP (and I suspect AP is more accurate)
Several counties have not officially reported their results to the Secretary of State. AP has reported 741,390 votes being cast. The Secretary of State web site shows considerably fewer votes. I suspect the AP numbers reflect these outstanding counties.

Here's an article:

AP, Secretary of State disagree over leading presidential candidate

Last Update: 11/04/2004 5:37:13 PM
By: Todd Dukart

The Associated Press and the Secretary of State’s website are disagreeing as to which presidential candidate won in New Mexico.

The AP, which says they have updated their numbers with all of the counties, shows President Bush leading Democrat John Kerry by 8,366 votes. The total number of votes, according to the AP, is 741,390.

. . .

The AP says several counties have not updated the Secretary of State’s results since Election Night.

. . .
