"Propositions" helped draw partisans.
You likely noticed that "Gay Rights" was on the ballot on 11 states. The proposition to deny gays equal rights passed in all 11... all of which, except for Oregon, were won by Bush.

In California, a state won by Kerry, a more "Liberal" proposition, "stem cell research" was on the ballot and passed overwhelmingly.

By ensuring that there would be a Conservative-drawing proposition on the ballot in 11 states helped attract Conservative voters to the polls who also voted for Bush. Likewise, having a Liberal proposition on the ballot in California helped draw liberals to the polls that mostly voted for Kerry. Hopefully, there is a lesson to be learned in all of this.
