You'll remember Hadley, Rice's deputy, was the one who ended up taking the "fall" for the infamous 16 words ending up in the 2003 State of the Union address. I say "fall", but nothing ever actually happened to anyone.

"Falling upwards" as they say. Black is white, up is down, and we are never wrong about anything whatsoever! And when we are, we're actually RIGHT!

1. It's not failing upwards. It's classic Rovian calculation.
He's putting all the pieces in place, slowly but surely, with the long-stretch future in mind. You are seeing the planned destruction of America as the Founding Fathers envisioned it.
