They won't need to Reinstate the Draft
The GOP has just passed legislation that will potentially cause 100,000 college kids to lose their pell grants.

If you can't afford to pay for college, what's the last place you can go for money?

With a stroke of the pen, Bush will have created tens of thousands of new recruits.

your won't need a draft if you keep the economy in it's crap state.. that too helps the recruiting numbers.

Job secruity.. college funds, insurance are always big pushes for recruiters.
