Juvenile prisons sit unused around state

Demand for such space was high a few years ago, but as the need dipped, construction went on.

By CURTIS KRUEGER, Times Staff Writer
Published November 21, 2004

INDIANTOWN - The concrete block building rising from the scrub of rural Martin County has all the features of a modern prison: sophisticated surveillance system, master control room, full kitchen, basketball courts, easy-to-clean tile floors and tall fences topped with razor wire.

But this Department of Juvenile Justice facility lacks one key ingredient: juveniles.

The $18.1-million, 256-bed complex that was designed to house "high-risk" juvenile offenders is empty except for a few spiders catching dragonflies in vacant walkways. Still, the state spends more than $3,000 a month for electricity and to air condition the building to keep mold away.

The state has no clear plan on when to operate the facility, and it's unclear if it ever will.

..cut...

n at least one instance, the department started a new building project after other buildings already were standing empty.

Workers finished building the Martin County prison, as it was originally designed, in January 2003. But in March of this year contractors began adding a vocational education wing at a cost of $657,607, of which the federal government paid $589,435.

Why add an empty wing to an empty building that had no scheduled opening date?

1. well his friends have to make a living after all
Look to see who got those construction contracts.

Now they should use the buidings for homeless people. Allow them to lock themselves into their own rooms at night and keep the key so that they feel safe. One of the reasons people won't go to shelters is because they do not feel safe in them.

4. Jed was noted
for having mob contacts and something about construction I believe. The solicitous individuals who noted that were alarmed at the dangerous company good ole affable Jeb was hanging around with.

Is there a thug in the world with whom the Bushes don't share a natural empathy?

6. for a time, Jeb was building more prisons than anyone except Texass
for several years, he had 2.2 new mega prisons a year being added to the existing list.

You must not forget that he also removed funds from prevention, social programs to prevent recidivism, parole support, inmate drug care, psychiatric testing and support (mentally ill have the highest incarceration rates in Florida) while he continued to build these monstrosities.

10. No money for education, child care or to assist families
Edited on Sun Nov-21-04 10:09 AM by prolesunited
Why isn't this money being used to help families and communities nurture children instead of criminals? Wouldn't plugging this money into after school programs so kids and teens aren't left to their own devices while their parents try to eke out a living?

Oh, I forget. This isn't about actually solving problems. It's about rewarding your corporate buddies. Welfare abuse comes nowhere close to rivaling this type of taxpayer-funded cronyism.

11. Same thing was done in Illinois
Built a big new prison in a small town 3 years ago. Cost the little town a bundle and it's still empty. Meanwhile, they started to build a new one elsewhere in the state. The excuse was that the contracts were already signed.
