Who is Faux kidding??? Everyone, from the Clinton administration to the current admin. knew the FFO program was a mess but didn't try to stop allies from buying oil illegally from Iraq. They're trying to set the UN up for a fall as their war on "terror" goes badly...they need a scapegoat and Koffi Anann is their man.
