It's a totally transparent PR stunt. He would never have gone there before he was questioned in public by a member of the military on a subject that he'd rather keep quiet.

This is the guy that isn't providing the troops with the equipment they need to be safe. This is the guy that fought to make this war happen from his first day on the job. The troops aren't fooled (as evidenced by his being called out in his little Q&A session earlier this month). How the hell is this asshole's presence in any way likely to boost morale?

If Rummy comes back alive, they can spin it as a "morale boost" for the troops, and proof that the Fraudministration "really cares about our people in Iraq".
If Rummy got hit by the "insurgents", he would be declared a hero and a martyr and they would declare a national fascist holiday in his honor while moving Wolfieshitz or some other treasonous son of a bitch into his office.
