James Sensenbrenner, Jr. (R) Wisconsin, 5th directs the full committee to do so. I believe we can appeal to his better sense of duty. In 1972, many republican members of the HJC voted in favor of articles of impeachment against Nixon. In addition to the preponderance of the evidence, these representatives did so not so due to their oath to "protect, preserve and defend the Constitution of the United States from all enemies, both foreign and domestic...".
