If I understand chain of command right, Rummy was losing power
with new Intelligence head. So is that why he created his own little intelligence org? Or am I getting the order of events and the cause and effect wrong?

1. No, not really.
The director of national intelligence is the CIA director. He is in charge of the CIA, but he also is nominally in charge of all intel agencies. Its loosely connected to the Dept of State, but on a seperate budget and given wide leeway

The Sec of Defense operates the armed forces, including intelligence within the military. The intel jointly would report to the director of intel and the sec of defense.

Condi Rice is going to be extremely, extremely powerful. Its scary.
