What is the previous record for nays against a cabinet nominee?

What is the previous record for nays against a cabinet nominee?
On the floor I heard Boxer say it was 7, against Kissinger. Can anyone confirm this?

If so, we've set a new record with 13 (Rice).

It's a start.

7. What short memories we all have- 42 Senators
voted against Ashcroft 4 years ago. I don't know if they'll get that many against Gonzales as there were more dems in the Senate then, but I suspect it'll be close. I think we're seeing a plan here- vote for Rice and come out united against Gonzales. All the dems on committee voted against him today.
