Dear Karl Rove: Is staying on message the role of an American President?

I heard your comment extolling the President's ability to "stay on message".

I understand the value of sound bites in an election process, but do sound bites make a Presidency?

I ask this while listening to a replay of the Bush press conference.

Sounds bites aren't policy, in my opinion. And, I'd like to see the President have some serious public discussion with the American people, their representatives, about policy.
