"THE nomination of Republican Rep. Christopher Cox of California to head the Securities and Exchange Commission appears to be a step backward from the challenge of reining in corporate abuses.
Indeed, Mr. Cox could very well prove to be another in a series of determined predators sent forth from the great white den at 1600 Pennsylvania Ave. to keep a hungry eye on Wall Street coops.
If this observation seems unduly harsh or premature, it's only because Mr. Cox is perhaps best known for having authored a controversial 1995 law that limited the right of investors to sue companies in cases of securities fraud.
He also fought successfully in Congress against requiring companies to declare stock options as company expenses, a regulation that might have tamed some of the trading excesses of the late 1990s.
