The office of the presidency has had too much power since we passed the National Security Act under Truman in 1947, creating the National Security Advisor, the National Security Council, and essentially throwing out the part of the Constitution that says Congress, and only Congress, can declare war.

President by president has expanded the position's power.
Lincoln was one of the worst for that.
