but Congress is soon to close for the year, and according to www.bushsamerica.com Bush will use a recess appointment process to put Bolton in the U.N. Bush will be the only President to use this tactic.

On the Sunday AM Talkshow, it was something that Biden was asked, and no real answer was given...
