1. Thats a governmental rule that needs to be abolished |

that recess appointment rule. The Senate needs to vote on such appointments as soon as they reconvene, none of this "well, we'll get to it later, he really wanted the guy."
Bush has so abused this power that it needs to be abolished unless the country is in a true emergency and the senate can't reconvene in time.
