they believed he went to war with honorable intentions ... they believed he had a plan to "win the PEACE" ... they believed he would support the troops and give them the gear they needed to protect themselves ... they believed he would not leave them in Iraq with inadequate troop strength ...

and I don't know what he meant by having that strange smirk while he said it.
Regardless, Soldiers that under-estimated that they would have to go to Iraq and die, are in the graveyards.
The graveyards and mass graves in Iraqis and Afghanistan are filled with bodies that may have under-estimated the ruthlessness of Bush's wars.
Associates and enemies of the Bush Family may find themselves in a grave after suspicious plane crashes and suicides.
People all over America, who have died from a lack of health care, may now be in their grave because we under-estimated how Bush would ignore his campaign promises to protect Americans.
Whatever he meant by saying this, there could be more truth in it than intended.

A chilling comment considering how many people are actually in their graves because of the BFEE.
Think of the 911 victims who never heard the same warnings the admin. did in a memo titled "Bin Ladin Determined to Strike in U.S" during the "summer of threats." While those ordinary citizens were going about their business shortly before their annihilation, the PNACers were looking for their "New Pearl Harbor," the excuse they needed to justify the destruction and death they were itching to unleash on the Middle East. Those innocent people were offered up as human sacrifices to the gods of imperialism and greed - and there isn't enough left of most of them to even bury in a graveyard.
When he leaves the WH, * need not sit for a Presidential portrait. Surely there's an art poster of the grim reaper that will suffice.

I don't know if anyone knows what he meant except him. Either way, it was totally inappropriate and almost ironic.
I would guess that the majority of the 1723 dead american solders voted for Bush. (that's just a guess)

Because otherwise there wouldnt' be so much smirking and giggling between the two of them.
What a terrible metaphor for a historian to use! GRAVEYARDS IN THIS TOWN...that's not very clear at all. Had he said "political graveyards" it would have been crystal clear the meaning he was getting at.
