In the five months since he took his second oath of office, what has George W. Bush accomplished?
Well, there's the law to make it harder to file for bankruptcy, and the lawsuit-limiting law, and . . . umm. . . .
All right, let's face it. Bush has had a rough go of it lately. But isn't it too soon for the media to start suggesting he's a limping lame duck? The president won a tough reelection battle last year and we're writing him off before July 4?
The catalogue of Bush woes is well-known. Things in Iraq are not going swimmingly, to the point that the GOP congressman who named the House's "freedom fries" is now talking about an exit strategy. The Republican-controlled House has defied Bush on stem cells. He hasn't put the brakes on federal spending. He hasn't gotten John Bolton's nomination through. His Social Security plan has gotten so little traction that GOPers are now talking about linking it to another issue, such as protection of private pensions. And he's putting off his plans for tax reform.
One argument, mounted recently by Fred Barnes, is that Bush's poll numbers have dropped precisely because he's taking on tough issues like Social Security. Well, maybe. But approval ratings in the low 40s are like catnip for political reporters who want to make sweeping pronouncements about why a president is in trouble. If such approval ratings happen in the first term, the underlying question is, "Can He Recover?" If they happen in the second term, it's "Is He Still Relevant?"
