Decision 5-4 with O'Connor as swing vote.
On edit: There was further clarification which I addressed below but it appears that the decision isn't that clear and that outside displays are OK.

7. Public displays of 10 Commandments seem to be OK if |

outside but not in the case of Kentucky where they were inside and considered to be intimidating.
Outside location not considered to be intimidating and considered more historical.
So this is not really clear cut but depends on context.
