The basic purpose of the amendment is to overturn the 1989 USSC ruling that said state and federal flag desecration laws were unconstitutional.

The passage of the amendment would have no immediate affect on law, and it would be up to Congress to define what a flag is, and what flag desecration is.

flag descration has no MEANING! Something has to be SACRED, i.e. holy like religion, to be sacred.
Under separation of church and state, burning the flag could be considered: disrespectful; if the fag is in a bad state, e.g., ripped dirty, then burning is what you are supposed to do (re flag display code); or, a sign of protest, or FREE SPEECH! BUT NOT DESCREATION AND WORTHY OF AN AMMENDMENT TO THE CONSTITUTION!
